Symptoms

When attempting to load data that requires paging using PDS, one of the following issues can occur.

ERROR
-----------------------
com.oracle.cegbu.microservice.sync.rest.resources.SyncConfigResource:140 - Querying the seeding status of the configuration with config code : ds_unifier

com.oracle.cegbu.microservice.sync.service.db.connection.DatabaseConnectionHelper:126 - Listener refused the connection with the following error:
ORA-12514, TNS:listener does not currently know of service requested in connect descriptor
java.sql.SQLRecoverableException: Listener refused the connection with the following error:
ORA-12514, TNS:listener does not currently know of service requested inconnect descriptor


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Connect to /sync/rest-service/dataservice
2. Create a request that requires paging. Normally this is anything that returns over 10k records.
