Not Able To Install/Start Agent In Non IDCS Based Cloud Accounts Environments Which Results Failure - "HTTP/1.1 401 Unauthorized" (Doc ID 2722805.1)

Symptoms

ISSUE
-----
For cloud accounts created without IDCS, users not able to Install/Start agent whcih results below Unauthorized failure even with correct credentials. Same credentials works fine to login into OIC console

ERROR:
------
Existing Agent installation found... Starting Agent for message processing.
Checking for already running instances of this agent. This might take up to 15 seconds ...
Invalid OIC Credentials Provided. Agent Startup Failed !!!.
Error encountered. See logs for more details.
Shutting down ...

In the log file, it shows error
javax.ws.rs.NotAuthorizedException: HTTP 401 Unauthorized

------------------
- Issue specific to accounts without IDCS
- Install/Start OIC agent.
