ACTUAL BEHAVIOR

While trying to do open enrollment when running the Default Enrollments batch process user is getting the following errors

 "You need to select more options to enroll in this plan. Select at least 1 options."

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Benefits Administration
2. Evaluation and Reporting>Processes
3. Election Processes>Enroll in Default Benefits
4. Submit
