Symptoms

Attempting to download artifacts (DB Snapshot, Library Extract, Job Output or File) from EPRCS/Narrative Reporting (NR) using the File Transfer Utility results in error message similar to

NOTE: After the message is displayed, the command may appear to "hang" depending on the size of the artifact being downloaded.
