On : 11.13.20.01.0 version, Manage Benefits

ACTUAL BEHAVIOR
---------------
When an employee is adding a dependent in ESS, the TIN is not able to be entered for the dependent. If this cannot be entered, this affects the enrollments and what is passed on payroll.

EXPECTED BEHAVIOR
-----------------------
The TIN should be able to be entered for dependents in ESS.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to People to Cover
2. Add a new dependent to the employees record
3. See that the TIN cannot be entered.

BUSINESS IMPACT
-----------------------
This will impact enrollments and payroll.
