Symptoms

ACTUAL BEHAVIOR
---------------
When a leaver who has not been paid is reported in Full Payment Submission (FPS) as an additional recor,  then FPS currently works out payment date as the effective date and tax week number as the statutory week number in which the effective date falls.

EXPECTED BEHAVIOR
-----------------------
These should actually be worked out based on when the HMRC Payroll ID was last processed: latest calculation processed in current tax year and has been archived in either current or previous FPS processes. If none found then earliest period number/payment date in the tax year for the payroll passed as the parameter.
