Oracle Fusion Recruiting Cloud: Error Sending Test Message: "Maximum SMS Limit is over" (Doc ID 2724182.1)

Symptoms

Problem Description:

When selecting to Send Test Message while configuring Messaging Providers, the following Confirmation message is received:

The SMS message was sent to the provider for delivery.  Review the Test Message Info section for details.

 When reviewing the Response Details, the following is displayed:

008 Failure  Maximum SMS Limit is over
