Cannot edit the Chart of Account to add a default value or change the value set

Users are setting up the environment from scratch. Users uploaded the rapid and now manually on screen are trying to do two task the system do not allow and providing the same error:
You can't change the value set assigned to the segment because a ledger has already been created with this chart of accounts. (GL-782314).

The tasks are:
1. Add default values to our segment instances.
2. Change the value set of one segment instance. We want that intercompany have the same value set that companies.

Users are aware about the 20C validation according to Doc ID 2706123.1, but are setting up the environment from scratch, and uploaded a rapid implementation and now users need to complete additional things. Users do understand the validation when the set up have been already used, but in this case users are at the beginning of setting up.

The configuration has been done previously in the environment, without this validation.
