We are using sandbox, and the Negotiation checkbox is available when the user has the Advanced procurement requester role. When testing with the Standard procurement preparer role, it is not available.
Couple of users will have the advanced procurement role, and a couple of users will have the procurement preparer role. In this case, the negotiation checkbox is only available for the Advanced procurement requestor, but we need to have it for the procurement preparer as well.

Segregation of roles is a client requirement.
