Symptoms
When attempting to save and publish service assignment rules nothing happens. The field 'Latest publish process status' shows the following 'Error' with no other error details.

The issue can be reproduced at will with the following steps:
1. Go to task 'Manage service assignment rules'
2. Enter changes or create a new rule. Click save and publish
3. The page shows 'Error'
