Import Management : Delay In Picking Up Import Items From Queue (Doc ID 2725572.1)

Goal

We are using Import Management High-Volume = Y for loading Contact records 20 parallel files of 25 records each
In order to achieve a better throughput we have increased the ZCA_ALLOW_MAX_IMPORT_BATCHES to 16 and we sent 20 parallel files of 25 records for Contact.

What we have observed that 16 files went in processing and 4 were Paused. And after the 16 completed there was a 3 minute delay before one of the remaining 4 records were picked up. Why is this delay?
