Symptoms
On : 11.13.20.07.0 version, Leads, Sales Campaigns
As a part of integration customer has an Informatica job that submits a file import job to oracle engagement cloud.
They are running into an issue where the Informatica job for the call list fail on the first run with the below error and it goes through fine second time without any issues.
Informatica runs the following EDCL command
java -jar oscdataloader.jar submit -config /infoa/apps/EDLC/config/ACCOUNT/Schedule_Daily
ERROR

The input file is not encoded with ORA_ZCA_UTF8_ENCODING.
STEPS

The issue can be reproduced at will with the following steps:
1. Run EDCL command to import lead from Informatica
2. EDCL client sometimes throws the following error
The input file is not encoded with ORA_ZCA_UTF8_ENCODING.
3. Second run with the same parameters and file, runs successfully
