Import Plan Fails With Error "Error In Interval Setup Data" (Doc ID 2726208.1)

Symptoms

On : 11.13.20.07.0 version, Compensation Plans

When attempting to run the Compensation Plan Import Process,
the following error occurs.

ERROR

From import logs, you will see the below error:

Encountered GoalsVORow. Calling importGoal()
Same Date range, same number of periods, copying targets as-is.
Error in Interval Setup Data. Ensure the Interval Numbers match between the source and target Environments, for the AccumulationInterval 'July-June', for the duration of the Import process' Start and End dates.
Error in method : importGoal()
java.lang.NullPointerException

From ESS_SOAServer you will see the below error:

at oracle.apps.fnd.applcp.request.exec.ExecutableWrapper.execute(ExecutableWrapper.java:91)

STEPS

The issue can be reproduced at will with the following steps:
1. Export compensation plan from the source instance
2. Import into the target instance
  Navigator > Compensation Plans > Processes > Manage Compensation Plan Import Processes > Create Compensation Plan Import Process

Note: This issue is reproducible ONLY when for any measure which belongs to an interval spanning across 2 years.
