Symptoms

Tools > Security Console > User > Add User Account
Create a new user account.
Then, how do we create a Person Profile with a Party ID/Constituent ID for the same User?  
For example: If the person starts as a User with the Admissions Manager Role.  Then, wants to take classes as a Student.
