Adding a Pending Worker Via Quick Actions Does Not Appropriately Respect Updated Manager of Position (Doc ID 2726733.1)

ACTUAL BEHAVIOR
---------------
Add a Pending Worker action yields different results based on methodology used to complete the action when filling Position ABC.

Specifically, Quick Actions does not pull the position's manager appropriately.

This works as designed and correctly reports the 'new' manager when completing the process via navigation: Home > My Client Groups > New Person > Add a Pending Worker.

However, when adding a pending worker via Quick Actions, the new employee shows the 'previous' manager.

EXPECTED BEHAVIOR

Both methods used to Add a Pending Worker should yield the same results.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Update a new position with a pending worker added via navigation: Home > My Client Groups > New Person > Add a Pending Worker.
2. Observe that new manager is listed for pending worker as expected.
3. Update a new position with a pending worker using Quick Actions.
4. Observe that previous manager is incorrectly listed for pending worker.
