Essbase Marketplace: Essbase Stack Deployment on 19.3.0.3.4 Version Fails When Attaching Volume With 404 ServiceError (Doc ID 2727365.1)

Symptoms

Essbase Marketplace Stack Listing 19.3.0.3.4 Deployment is submitted to run in background as per the Oracle Resource Manager Log as below:

Oracle Essbase stack has been provisioned and is continuing configuration in the background.
It may take up to 20 minutes for configuration to complete.
*********************

To Monitor the Stack Deployment do below:
Connect to Essbase Instance using SSH
sudo -su oracle
Check the /var/log/essbase-init.log to view the stack deployment progress

/var/log/essbase-init.log  shows the deployment has failed as below:

TimeStamp - essbase-init[INFO]: Starting configuration on instance Essbase-Instance
TimeStamp - essbase-init[INFO]: Running on image 19.3.0.3.4-2008280915
TimeStamp - essbase-init[INFO]: Publishing message 'Oracle Essbase: Configuration started on node Essbase-Instance'
TimeStamp - essbase-init[ERROR]: Failed to publish message 'Oracle Essbase: Configuration started on node Essbase-Instance'
TimeStamp - essbase-init[INFO]: Current machine has xx gb allocated
TimeStamp - essbase-init[INFO]: Adjusting /etc/security/limits.d/90-essbase.conf
TimeStamp - essbase-init[INFO]: Preparing volumes for Essbase instance <OCID of Instance>
TimeStamp - essbase-init[INFO]: Attaching volume <OCID of Volume> at /u01/config
TimeStamp - essbase-init[ERROR]: ServiceError:
TimeStamp - essbase-init[ERROR]: {
TimeStamp - essbase-init[ERROR]: "code": null,
TimeStamp - essbase-init[ERROR]: "message": "The service returned error code 404",
TimeStamp - essbase-init[ERROR]: "opc-request-id": "Request_ID",
