Why Effect To Dates Are Not Being Updated When Using HTS Definition Upload (Doc ID 2727724.1)

When trying to update the 'Effect to' dates on HTS and/or HTS Tariff treatment to new dates that are before the current 'Effect To' dates, the upload fails with the error: "This Harmonized Tariff Schedule (HTS) does not exist."
