Receipts Message Does Not Process All Item and Qty When Item Is Shipped In Multiple Cartons (Doc ID 2727765.1)

Symptoms

Receipts is not processed for all item quantity when item had been shipped in multiple cartons.

Steps to Reproduce:
1. Create WH to ST transfer with two items.
2. Create shipment such that 1st item is shipped in one carton and 2nd item is shipped in two cartons.
3. Receive the 2nd item which has two cartons and note it processed only the item with 1st qty and skipped the 2nd qty.
