Symptoms
On : 11.13.20.10.0 version, Global Human Resources
Local and Global Transfer quick action cannot be completed for a Line Manager with Direct Reports unless the Manager Change action is active. This adds a Manager Change row on all direct reports. We do not use this Action due to the Position Hierarchy we use instead.
I can complete the same action in Person Management - Update - Global Transfer without the Manager Change action set as active with no issue. We expect the Quick Action to work the same and cannot move forward with using this in production until it does.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set a end date to the manager change action under configure action
2. Do a local and global transfer and notice that the error shows up
3. Enable the Manager Change action under Configure Action
4. Do a local and global transfer and the process goes through
5. check the direct report for the manager and notice that there is a Manager Change action registered for the employee
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot do a global transfer if the Manager Change action is end dated
Changes
We validated from the code and found that the MANAGER_CHANGE is the default action when the directs gets reassigned to the new work relationship while performing the global transfer from responsive UI. This action code is used internally in multiple processes and thats the reason the action code is marked as system action code from 20d onwards.
