The TEST of the HTTPS Connection of REST Adapter returns CASDK-0003, Connection timed out (Doc ID 2728137.1)

Goal

When I create an OIC Connection of REST Adapter that is using HTTPS and execute Test, I get the following error. What is the possible cause?

CASDK-0003, Error Message: Unable to parse the resource, https://<REST_WEB_SERVICE_HOST>:<PORT>/<WS_ENDPOINT>. Verify that URL is reachable, can be parsed and credentials if required are accurate, Error Cause: java.net.ConnectException: Connection timed out (Connection timed out)
