Responsive Quick Actions Not Visible Via Mobile Although Their Visible On Desktop (Doc ID 2728410.1)

Symptoms

All quick actions are visible on desktop but they are not visible via Mobile (Android, iPhone, etc).

Issue occurs whether users are logged into the pod via their mobile browsers (Edge, Safari, etc) or via the HCM Cloud Application App.

Confirmed all necessary RUI profiles are enabled.
