Symptoms
On : 11.13.20.07.0 version, Data Load
When attempting to remove Candidate person information from Fusion HCM by including the Candidate Number within the Remove Person Information task from Data Exchange, the process creates and submits a Candidate.dat HDL file, however, the ZIP file fails to import due to the following error below

The METADATA line couldn't be saved to the table HRC_DL_FILE_HEADERS. The Candidate business object can't be processed. (HRC-1035306)
An error occurred while processing your data set: oracle.as.scheduler.ExecutionBizErrorException: Exception has occurred in one of the child jobs. Check child job log file for details.. (HRC-1035513)
An error occurred. To review details of the error run the HCM Data Loader Error Analysis Report diagnostic test. Message details: DLOAD_PROCESS_BIZ_ERROR. (HRC-1035277)

STEPS

The issue can be reproduced at will with the following steps:
1. Reference a candidate number within the Remove Person Information Task from Data Exchange
2. This process creates a Candidate HDL file and loads the ZIP file
3. Find that the data set or load fails to import
4. Obtain the erorr message and details from running the HDL Diagnostic Error Report
