Goal

The user is unable to query Contact or Accounts with Startwith(sw) and Contain(CO/co) using REST API.
No records are returned.
The user is trying to get list of contacts or Account by providing parameters such as sw (startwith) , co (contain) for search. REST API status is ok (200) but no items are listed in the response.
