Keywords Recommedation For Smart Contents Search Not Appears In Non-English UI

Symptoms
When searching smart contents with keywords, we expect to see recommended
keywords under the search box as described in the following document.
Managing Assets with Oracle Content and Experience
3 Manage Digital Assets > Search, Filter, and Sort Assets
Smart Content
However, it seems not working in non-English languages which Smart Content feature supports.
For example, When searching assets in Japanese Web UI, it does not show any recommended keywords.
On the other hand, in English UI (and other languages which Smart Content does not yet support), it works for English search keywords.
As of 20.4.2 release, 5 languages (French, Italian, German, Spanish, and Japanese ) are supported for Smart Contents
