Migrating Users From Traditional Cloud Account To IDCS Failed Due To Missing Primary Email Type Field (Doc ID 2729686.1)

Symptoms

I was tring to migrate users from Shared IDM (SIM) in the Traditional Cloud Account to the IDCS instance in the new account accoding to the following document:

Oracle Cloud Administering Oracle Identity Cloud Service Release 20.4.1 (E55882-55/November 2020)
  40 Migrate from Traditional Cloud Accounts to Cloud Accounts with Identity Cloud Service
    Migrate Users

However, importing the CSV data is failed with the error:

I have already modified the headers of CSV file ("User Login" -> "User ID", "Email" -> "Work Email") in accordance with the document.
