Symptoms
After 20D Update, flow Load data from file using a Transformation formula is ending in error.
ERROR

On server, the error is:
No HDL files found in directory: UcmUploadFile, for zipping at oracle.apps.hcm.interfaces.batch.ess.program.LoadBatchFromFile.zipFile(LoadBatchFromFile.java:2828)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Payroll Process Configuration and set Threads value as X.
2. Navigate to Submit a flow and run flow Load Data from File using a Transformation formula.
3. Attempt to upload a file with Y lines of data , where Y < X.
4. Process ends in error.
