Goal

User enabled responsive UI Person and Employment quick actions for Human Resource Specialists.

Also, from Manage Enterprise HCM Configuration task , the "Guided Flows: Future-Dated Records Validation" option was enabled

But it was observed that HR is not able to make the back dated transactions.
How to implement this feature only for Managers and not for HR Specialists?
