PRC:SSP: Getting Error When Submit Requisition Via Rest API (BCEA Enabled Requisition)

Symptoms
Facing an issue while submitting the requisition via REST API.
The issue can be reproduced as below:
1. Create Requisition in UI with ‘Incomplete’ Status
2. Create Payload to submit Requisition with format:
{"name":"submitRequisition","parameters":[]}
3. The respond payload return the error:
"The business unit is enabled for Budgetary Control and Encumbrance Accounting. (POR-2010836)
This requisition can't be submitted using the REST service. (POR-2010830)"
Please help to find out the reason of error message and how to resolve it as well as limitation of this REST API.
