When attempting to Promote supplier
the following error occurs.

JBO-POZ:::POZ_PROF_LOCKED_VAL_CR: POZ-2130454This supplier profile is locked for editing as a profile change request is pending approval. You can't make this change at this time..
STEPS

The issue can be reproduced at will with the following steps:
1. Try to promote supplier to Spend auth.
2. See the error
