Error: "504 Gateway Timeout error" Displayed When Attempting to Login to Oracle Hosted Cloud (OCI) Environment, Environment Is Down

Information in this document applies to any platform.
When users attempt to log into an Oracle Hosted Cloud environment (OCI environment, URL format: https://unifier.oraclecloud.com/<name>) they are not able to access Unifier and may receive the following error.
504 gateway timeout error
Oftentimes this error would occur for around 15-30 minutes and after 45 minutes the environment would typically recover.
The issue can be reproduced at will with the following steps:
- Open a supported web browser > Enter environment URL
- At the login prompt enter user credentials.
- Users not able to access, and they may see the error noted above.
