Symptoms

Multiple discount that have been defined for ALL_ITEMS in a strategy are not applied when pricing an item.

The issue can be reproduced at will with the following steps:
1. Create discount list for ALL ITEMS in Strategy -X with attribute based discount rule condition - Y
2. Create another discount list for ALL ITEMS in same Strategy - X with attribute based discount rule condition - Z
3. Create order and provide the values according to attribute based discount rule condition - Z
4. Discount is not applied.
