Users with Email at Some Domains Don't Receive Template Emails from OCC (Doc ID 2732000.1)

Symptoms

Customers may have correctly configured various email notifications, and some users can receive all the configured emails without any problem. However, some other users can't receive emails when their emails are at certain domains. Analysis shows all those users that don't receive emails have their emails at certain domains.
