When Trying to Save an Agent in OBIEE the Error "The Active Oracle BI Scheduler Instance In The Cluster Cloud Could Not Be Determined" Occurs

Information in this document applies to any platform.
When attempting to create an agent, the following error occurs when saving the agent.
Oracle BI Scheduler Error: [nQSError: 76015] the active Oracle BI Scheduler instance in the cluster could not be determined.
The issue can be reproduced at will with the following steps:
1. Log into Analytics
2. From the New menu choose Agent.
3. On each tab enter the options for the agent
4. Click on the Save icon
5. Select a location to save the agent and enter a name
6. Click OK
7. Eventually the error "The following error occurred: Oracle BI Scheduler Error: [nQSError: 76015] The active Oracle BI Scheduler instance in the cluster could not be determined" occurs
