Query Based Tab (QBT) Is Not Showing/Visible at the Creation Step of a Workflow Type Business Process Record

Symptoms
On Unifier : Any Version
When a Query-based Tab (QBT) has been built into the design of the Business Process and not hidden on any form:
Expected Result
The QBT should be seen at all steps in the workflow where the QBT has not been hidden.
Actual Result
The QBT shows on all steps - with the exception of the Creation step.
In a simple example the design of the Business Process has only one Action Form and one View Form. The QBT is NOT seen on the Creation step, however it is seen on the View Form after the record is created, and on the Action Form after the user clicks on the Accept link once the record has been created.
