Change Statement - Annualized full time salary - New attribute not working.

Expect the new attribute in change statement to display the new annualized salary. But this is displaying value only if there are any salary increase from current base salary.

Expectation is to show the value in statement even if there are no salary increase ( allocation)<br?>.

Steps to reproduce the issue

1. Navigate to Workforce Compensation.

2. Process the Change Statements.
