Oracle Mass Transfers Failing when use FBDI Asset Transfer sheet:

The log shows the following error:

ERROR
-----------------------

You must enter from and to distribution information for asset transfers.
The TRANSFER transaction XXX failed for asset number 123

Verified:

1) Both the Account combination and the location are correct, and active in the specific book.

2) The same Asset can be transferred in the UI without any issue.
