Specific user is missing from Delegate- search person if searched by User name and email - not available for selection.
If searched by user_id, user id is displayed by with missing user name.
User has missing employee role.

Changes

While trying to Delegate PPR approval to a specific user, the user is missing from Delegate- search person.

If searched by User name and email - it is not available for selection.
If searched by user_id, user id is displayed by with missing user name.
