Symptoms
Attempting to update EFF values via FBDI Import ends in error.
Manually updating the attributes in UI does not throw and error

STEPS
-----------------------
1. FBDI template ->generate the CSV template (data in EGP_SYSTEM_ITEMS_INTERFACE and EGO_ITEM_INTF_EFF_B)
2. Run Load Interface for File Import -> completes successfully
3. Run Item Import ESS -> process ends in error
