On : 11.13.20.07.0 version, Global Human Resources

ACTUAL BEHAVIOR
---------------
Users with the Custom role cannot see bell notifications for approvals as expected

EXPECTED BEHAVIOR
-----------------------
Users with the custom role can see bell notifications for approvals

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Have an employee submit an approval that an example user would receive
2. Login as a user with the Cutom role
3. Observe under the notification bell that there is no notification

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot access the bell notifications
