RPASCE: Recurring Tasks are Getting Scheduled Incorrectly (Doc ID 2735547.1)

Symptoms

When scheduling the recurring tasks from a time-zone which is different to UTC/GMT and shifts by a day with time-zone conversion, the tasks are getting scheduled with wrong date/time.

For example, if a customer is from Australia time-zone (AET) and wish to schedule the weekly recurring batch every Monday starting from 2020-Sep-07 at 4 AM. After scheduling it from OAT with same details, the task dashboard is showing it as 2020-Sep-08 4 AM.

Note that the scheduled date is getting shifted by a day.
