On : 11.13.20.07.0 version, .Manage Compensation

ACTUAL BEHAVIOR
---------------
The ICP is approved request is not triggered to all approvals

EXPECTED BEHAVIOR
-----------------------
It should be triggered to 4 representatives

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Configure the approval rule based on representatives
2. ME-Mange personal Contribution-> request for approval an ICP
3. The request is approved with 2of 4 representatives
