HICAPS Quote Message Failing To Send From OIG Agent (Doc ID 2736583.1)

Symptoms

When Claim Quote messages arrive from the HICAPS switch to the OIG Agent, the agent does not properly recognize the message to be relayed to the OIG Gateway. As a result no traffic is send to OIG Gateway.
