ACTUAL BEHAVIOR
---------------
A colleague has a plan 1 student loan. This period, they have a new CMS court order.
CMS court orders have a statutory rule that calculates 60% of attachable pay as protected earnings.

In this case, the earnings are high enough to deduct the CMS order, but the student loan if taken in full would take pay below the protected earnings figure. HCM is capping the student loan at the protected earnings limit, causing a student loan deduction that has a pence portion.

Student Loan repayment needs to be rounded to pounds, without decimals
