Process Receipts Through Lockbox fails with below error:

AR-ARLVCT Error from arlvct.
exiting arlvct
AR-ARLVAL: arlvct returned FALSE.
AR-ARLVAL: Error from arlval.
exiting arlval
AR-ARLPLB: arlval returned FALSE.
AR-ARLPLB: Error in main.
AR-ARLPLB: -1405 ORA-01405: fetched column value is NULL
AR-ARLPLB: Error in main.

The issue can be reproduced at will with the following steps:

1. Submit Process Receipts through Lockbox ESS process

The issue has the following business impact:
Due to this issue, users cannot able to import receipts through lockbox.
