Symptoms

1. Payables : Create invoices

2. Enter offset tax rate

3. Calculate tax /save invoice

4. Error : The tax calculation has failed. The default tax rate for tax XXX, tax status XXX and tax determination date YYYY-MM-DD can't be determined. (AP-810595)

Create a new setup of offset tax
