On : 11.13.20.10.0 version, Permits

ACTUAL BEHAVIOR
---------------
Registered public users cannot print their permit.After they open the permit , (when the Overview page loads) the Print button appears briefly and then disappears.

EXPECTED BEHAVIOR
-----------------------
Registered public users should be able to print their permit.After they open the permit, Print button shouldn't disappears after Overview page loads.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as Registered public user,

2. Navigate to their permit,

3. When the Overview page loads,the Print button appears briefly and then disappears
