Ranging pack item before component item will default to incorrect unit cost.

Steps To Recreate:
1) Create regular item
2) Create pack item
3) Using MFCS UI, range the pack item to a store without ranging the component item first. Note the component item will be systematically ranged and the unit cost will be from the item_supp_country of the component item.
4) Using Data Conversion, range the pack item using ITEM_LOC_RANGING entity without ranging the component item first. Note the component item will be systematically ranged but this time the unit cost will be defaulted from the pack item which is incorrect.
