Processing a backed out open after, Intervening life event is not reinstating open enrollments.

EXPECTED BEHAVIOR

Expect the reprocessing of Open to reinstate the elections.

STEPS

The issue can be reproduced at will with the following steps:
1. Intervening LE backout Open
