Goal

We have published the compensation change statement to employees and they are not able to see the letter until they acknowledge the receipt.
Correct way is they are supposed to see the letter first before they acknowledge the receipt
In classic UI, there were two separate links, one for the statements and another for Acknowledge, Accept or Decline actions.
But in responsive UI, the worker has to first acknowledge/accept/reject in order to view the statement.
