HTTP-400 Error When Importing the Same APEX App Multiple Times into the Same Workspace (Doc ID 2739409.1)

Symptoms

Importing multiple APEX applications with the same SQL file into the same workspace resulted in a 400 error. 
It happens for applications created after APEX 20.1, not for specific applications. 
(It does not occur for applications that created the first edition around 19.2) 

Steps to reproduce the error: 
① Export application 1 in workspace A 
② Import application 1 in workspace B. Success 
③ Import application 1 again into workspace B. 400 error occurred.
